Gary B.: Man charged with 2016 murder of area child soon to be eligible for parole, filing for clemency

White River Now’s Gary B. was recently sent a Facebook posting concerning the people entangled in the Skylar Shellstrom murder trial.

On Nov. 19, 2016, a couple — Victoria Dycus and James “Hagen” Glenn — reported to authorities that Dycus’ 4-year-old daughter, Skylar Shellstrom, was not breathing. She was taken to the hospital emergency room where the attending physician declared her dead shortly after her arrival. That physician believed the death to be a result of homicide.

The little girl’s body was sent to the state crime lab and on Nov. 29, 2016, the lab’s official notification to Arkansas State Police investigators was, “Skylar’s death was the result of a homicide.” The investigation continued and eventually, both Dycus and Glenn were arrested and charged with first-degree murder.

Their bonds were initially set at one million dollars each and later reduced to $150,000 each. Glenn posted bond and was released. Dycus did not post bond. Dycus was released after more than nine months in jail on her own recognizance due to Rule 28.1 — the right to a speedy trial.

Dycus went to a jury trial in May 2018 and was found guilty and sentenced to 19 years in prison. Glenn entered a negotiated plea of guilty and was sentenced to 48 months in prison with a 72-month suspended sentence, a fine of $2,500, plus court costs.

The Facebook page with the title: “The Skylar Awareness” notes James Hagen Glenn is coming up for parole soon. Glenn is also filing for clemency with Gov. Asa Hutchinson’s office.  Readers of the page are asked to write letters to the parole board and oppose Glenn’s parole, and call the governor’s office, and protest clemency. Also on the page is the address of the Arkansas Parole Board and James Hagen Glenn’s Arkansas Department of Corrections number:  170739.

On another note, back in June 2018, the Jesse Law Firm in North Little Rock filed a notice to appeal the verdict and sentence in the Victoria Dycus case to the Arkansas Court of Appeals.
