Independence County authorities hold sex offender compliance check, absconder search

The Independence County Sherriff’s Department along with Arkansas Community Corrections (ACC) conducted a sex offender compliance check on Thursday, according to a release from Sheriff Shawn Stephens’ office.

The sheriff’s department took 25 percent of the offenders registered with the department and split them into two teams for investigation. During the compliance check, it was discovered that two offenders were possibly out of compliance. The investigations will be taken to the 16th Judicial District Prosecuting Attorney’s office to discuss filing possible charges, according to the release.

Stephens told White River Now when such compliance checks are completed, the vast majority showed registered sex offenders in Independence County were in compliance, but with each series of checks, there always seems to be a small percentage that do not comply.

Those, Stephens said, will be dealt with according to the law.

The two that were not in compliance with the rules and regulations during yesterday’s check had not updated their residence address.

After the compliance check was completed, the sheriff’s department and ACC also looked for listed absconders in Independence County.

Three people with warrants were located and another person was taken into custody for hindering apprehension. According to the release from the sheriff’s department, those arrested during the absconder search included: Adnan Vance (pictured below, left) for a probation revocation warrant and failure to appear warrant, as well as possibly new felony drug charges; Bill Travis Ballard (center) for a felony pick up order; and Daniel McElroy (right) for fleeing and being a parole absconder.
