Ruby Carter, former “meter maid” for the City of Batesville, dies

Ruby Carter, 82 of Batesville passed away Monday, Feb. 22, 2021.

She was born Jan. 7, 1939, in Evening Shade, Arkansas to Hayden and Floy Moore.

She was a homemaker and a Meter Maid for the City of Batesville for many years.  She was of the Baptist faith.

She was preceded in death by her parents; two brothers, Donald Moore and Harvey Moore, and two sisters, Vickey Ballard and Linda Moore.

Survivors include her husband of 64 years, Raybourne Carter of the home; one son, Raybourne Carter II of Batesville; one daughter, Tabby Parker and husband John of Pleasant Plains; one sister, Sue Marlin of Batesville; one granddaughter, Kellie Emerson of Little Rock and a host of other relatives and friends.

Private family graveside services will be held at the Roselawn Memorial Gardens in Batesville with arrangements by Qualls Batesville Funeral Service of Batesville.

The family requests in lieu of flowers memorials are made in the name of Ruby Carter to a charity of choice.
