Man jailed after incident involving Oil Trough mayor

An Oil Trough man was jailed Sunday, Sept. 5, after being accused of trying to run an ATV driven by the mayor’s son off the road with his truck.

According to the arrest affidavit, authorities responded to a call regarding a man in a Chevrolet truck, identified as 49-year-old Charles E. Fraser (pictured below), who was allegedly trying to hit Oil Trough Mayor Bobby Carroll and Carroll’s minor son with his vehicle.

The affidavit said the son told authorities Fraser had tried to run him off the road with his truck as the son was driving an ATV around Oil Trough. The son, who avoided being hit by Fraser’s truck, managed to make it to his home to tell his father, the affidavit said.

Mayor Carroll told authorities he got on the side-by-side at that point and drove around the city limits when he saw Fraser’s truck coming toward him. The court record said Carroll told a deputy after he avoided a collision with Fraser’s truck, he then got out of the ATV to confront Fraser. The mayor said during the confrontation, he noticed “a strong odor of intoxicants coming from his [Fraser’s] person,” the affidavit said.

Carroll reported he then took Fraser’s truck keys to keep him from driving and called authorities.

The court record noted another woman had also called 911, saying Fraser almost struck her children with his vehicle.

According to his arrest affidavit, Fraser told a deputy he was following the mayor’s son around town because Fraser said the son was breaking the law by running stop signs in the city.

Fraser has been charged with two counts of aggravated assault. His bond has been set at $20,000.
