Batesville police were called to Broad Street Friday, June 10, to check on a man found lying in the fetal position in the passenger front seat of a 2012 Honda Civic parked on a business parking lot.
It was 1:30 p.m., and the man had reportedly been there since at least 8:30 that morning.
The man, identified in the arrest affidavit as Kelly J. Cowan, 41, told officers he was waiting for a woman in the house next door to the parking lot to arrive home.
The court information said Cowan (pictured below) appeared to be under the influence of a stimulant. After some resistance, officers were able to cuff Cowan and placed him into custody, the info said.
According to the affidavit, officers found Cowan had multiple active warrants for his arrest along with an active absconder warrant through the Arkansas Department of Corrections.
The court information said officers found nine grams of what field-tested positive for methamphetamine on Cowan while in the passenger side front seat, officers found a .38-caliber handgun along with an ammunition magazine holding nine unspent rounds.
In the vehicle’s trunk, officers located a stolen Missouri license plate, and a check on the Civic noted it had been stolen at gunpoint during a robbery in Springfield, Missouri.
Investigating officers also noted Cowan had been previously convicted of four or more felonies.
The court record showed Cowan is charged with possession of firearms by certain persons, possession of a controlled substance, simultaneous possession of drugs and firearms, and theft by receiving — all felonies.
Cowan was placed under a $150,000 cash-only bond.
