A look at issues on 2022 Arkansas general election ballot

Early voting is now underway for the 2022 general election.

There are four issues on the ballot this year in Arkansas. Three are Legislative-Referrered Constitutional Amendments (LRCA) while the fourth, the recreational marijuana amendment, is a Citizen-Initiated Constitutional Amendment (CICA). This type of amendment is proposed by citizens via a minimum collection of petition signatures.

Below is a description of each issue from Ballotpedia.org, a non-partisan and non-profit online source:

Issue 1 (LRCA) would allow the state legislature to call itself into extraordinary sessions upon (a) a joint proclamation from the Speaker of the House and the Senate President Pro Tempore or (b) upon a proclamation signed by two-thirds of the members in each chamber.

As it stands now, the governor is the only one who can call a special session and set the agenda.

Issue 2 (LRCA) would require a 60% supermajority vote of approval for initiated constitutional amendments and initiated state statutes to be adopted.

Current Arkansas law states that a 50% majority of votes is required.

Issue 3 (LRCA) would amend the state constitution to provide that “government shall not burden a person’s freedom of religion even if the burden results from a rule of general applicability.”

Issue 4 (CICA) would legalize marijuana use for residents 21 years of age and older and authorizes the commercial sale of marijuana.
