Independence County Quorum Court addresses ICE, road maintenance, and library data

The Independence County Quorum Court discussed law enforcement updates, road maintenance, and library achievements at its monthly meeting Tuesday night.

Sheriff Shawn Stephens reported that in January, deputies served 294 civil papers, executed 74 warrants, and received 142 new warrants. The county jail currently houses 93 inmates, including 16 who have been sentenced.

Stephens said a recently awarded equipment grant for new cameras is being implemented, with installation expected to be completed within weeks.

Responding to questions about Immigration and Customs Enforcement detainees, Stephens said no individuals are currently being held for ICE, though the department maintains a supervisory contact for ICE matters in Arkansas.

County Judge Kevin Jeffery detailed road crews’ response to recent freezing weather. A bid process for road improvements opens on March 4, with chip sealing and asphalt work to begin when weather permits.

“It looks like we’re going to have a good year. We have some good starting funds,” Jeffery said.

Library Director Carlene Morrison reported that the Independence County Library served more than 96,000 patrons in 2023, averaging over 300 visitors daily. While physical book circulation dropped by 50,000, e-book usage increased. The library issued 1,100 new cards and offered 700 programs last year.

Public computer usage rose by 4,300 sessions, while social media engagement reached 478,000 interactions on Facebook and 8,174 on Instagram. The library ranks seventh among Arkansas libraries, up from eighth in 2022.

Morrison promoted the upcoming FanCon event March 7-9 and discussed donation needs.

“We love donations, and we take more than books and movies. We have a teen lounge, and we have teens that are in need. We collect clothing, shoes, and bath items,” she said.

The court also passed an ordinance amending the annual budget to allocate funds for the DWI Court Fund.
